Our Story
A&M Resources exists to ensure that every teenager in the country has the opportunity to hear a clearly reasoned, positive presentation on the benefits of abstinence until marriage and instruction on preparing for a healthy, future marriage.
A&M programs have reached over 2 million students across all 50 states, the District of Columbia and Puerto Rico.
The Beginning
After counseling many families struggling with teen pregnancy and destructive behaviors related to sexual activity outside the context of marriage, Scott Phelps decided to become pro-active and help young people avoid these problems before they begin.
In January 1999, Scott began working with a team of several educators in the Chicago Public Schools and suburban Chicago schools to provide students with a clear message on benefits of reserving all sexual activity for marriage. The response to this message was very strong, and so later that year, Scott joined the staff of Project Reality, as National Program Director working to expand the reach of abstinence programs around the country. During this time, Scott began writing abstinence curricula: A.C. Green’s Game Plan and Navigator which have been very well received and are now widely used around the country.
- In 2002, Scott participated in a working group with the federal department of Health & Human Services to help provide guidance for the federal Community Based Abstinence Education Program. As a result, the federal definition for the federal abstinence program CBAE was based upon the definition in A.C. Green’s Game Plan.
- In April 2004, A&M Partnership was founded to provide information and advocacy for a clear and compelling message of abstinence and marriage education for America’s youth.
- In July 2005, A&M Resources was founded to provide high quality materials to provide students with a clear and compelling message on the benefits of saving sex for marriage. In addition to Game Plan and Navigator, Quest, Aspire, and Excel were added to programs available for teens in grades 6-12.
- In December 2006 Scott was a co-founder of the National Abstinence Education Association in Washington, D.C. (Now Ascend) to provide guidance on national public policy.

All around the country students like Justin are longing for a healthy, happy future but are unsure how to accomplish it. We believe every teen in the country deserves to hear a clearly reasoned, positive presentation on the benefits of abstinence so they can choose for themselves how they want to live. In order to reach every teen, we focus on equipping and empowering adults to present the message to teenagers in their community.
